PEL is a collaborative and integrated approach to transportation decision-making that considers environmental impacts and community and economic goals early in the planning process. The ProPEL US 41 study is data driven and fueled by public feedback, creating the opportunity for the study team, local residents, and other stakeholders to work together to guide future potential decisions that meet community and transportation needs.

ProPEL US 41 is a two-year study focusing on the U.S. 41 corridor in Vigo County. The study will identify local transportation needs, develop and evaluate innovative ideas to address these needs along U.S. 41, and result in a variety of recommendations for future potential improvements. Public feedback will inform ways the Indiana Department of Transportation (INDOT) can prioritize local connectivity, economic opportunities, and quality of life.

ProPEL US 41 study limits

ProPEL US 41 is a two-year transportation study. There will be numerous listening sessions, community conversations, engineering analyses, and engagement activities in 2025, 2026, and early 2027. The Vision and Scoping (Phase 1) will take place throughout the study, the Purpose and Need (Phase 2) through spring 2026, the Alternatives Analysis and Screening (Phase 3) will be concurrent and continue through spring 2027, and the PEL Study Report (Phase 4 and last phase) will end in summer 2027. The findings and recommendations from the ProPEL US 41 study are expected to be published in the summer of 2027.

ProPEL US 41 Study Schedule

When completed, the ProPEL US 41 study will identify a variety of improvements that can cohesively modernize the corridor while addressing the transportation needs. This plan will create a long-term vision for Terre Haute that balances bold ideas with sound engineering and responsible financial management. INDOT will then begin programming and funding projects for further development. INDOT must balance this funding of projects across the State of Indiana to meet the needs of all Hoosiers. Once funds are identified for a project on U.S. 41, INDOT will move into the development process using the feedback and alternatives developed in the study as the starting point.

That is the beauty of a PEL study, we don’t know the outcome. No decisions have been made regarding the outcome of the ProPEL US 41 study or what will become preferred alternatives/solutions. Public feedback is vital to the success of the study. With active participation and input, residents and other study stakeholders can help define local needs, identify opportunities and concerns, and assess potential improvement options.
